The complaint further alleges that Norfolk Southern violated the Federal Locomotive Inspection Act (LIA) by failing to maintain adequate ventilation and exhaust filtration in its locomotives, allowing diesel fumes and exhaust to accumulate in train compartments at hazardous levels.
